 The European Commission released its first proposal for a Regulation for the European Health Data Space (“EHDS”) in May 2022. The proposal has two broad aims.

  • Perhaps the most important is to boost research competitiveness of Europe. This comes amid concerns that Europe’s contribution to research in the future may be overshadowed by inter alia the US and China. The use of secondary data in research is becoming more central to research and this proposal aims to aid the establishment of infrastructure and procedures for sharing such data across Europe.
  • Improving the cross border heath care experience has long been a key aim for the European Union (See for example DIRECTIVE 2011/24/EU OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 9 March 2011 on the application of patients’ rights in cross-border healthcare). In this light the EU Commission wants to use the opportunity presented by the creation of a European Health Data Space to also facilitate elements of cross border health care. It is intended that the Health Data Space will allow for better access of Electronic Health Records across Europe and other aspects such as the ability to use prescriptions issued in one Member State in another.

The EU Commission aims to have a large part of the European Health Data Space in Place by 2025. This will be a challenge given not only the requirements of other frameworks such as the GDPR but also the current diversity in legal and ethical requirements amongst Member states. As a result it will necessary to have an intense level of dialog with numerous stakeholders across Europe in the coming years.  This session aims to outline the key elements of the European Data space and discuss their challenges in terms of agreement and implementation. In addition the panelists will identify some of the major potential impacts the proposed framework on both healthcare and research.

The event will be moderated by Prof. Paul Quinn (Professor / Founder HALL – VUB) and feature the following speakers;

Anastasiya Kiseleva (PhD Researcher in Law and Data Science – EUTOPIA: VUB / CY Cergy Paris University)

Sara Roda (EU Senior Policy Advisor – CPME (Standing Committee of European Doctors) / Affiliated researcher and PhD Candidate at LSTS and HALL – VUB)

The event will take place on 8 July 2022, between 14:30-16:00.

The event will be held in person only in the VUB U-Residence, Pleinlaan 2, Elsene.

The event is free to attend but registration is required.
