Bárbara Lazarotto, Pablo Trigo Kramcsák, and Professor Sophie Stalla-Bourdillon, co-director of the Hub, participated in PLSC Europe 2025, which took place on 23–24 October at Leiden Law School.
Returning to Leiden University, this year’s edition of the Privacy Law Scholars Conference (PLSC) Europe once again followed its signature format: no panels, no slides, just in-depth, constructive discussions around works-in-progress. Scholars and practitioners from across Europe gathered for two days of rich exchanges on emerging issues at the intersection of law, technology, and privacy.
Bárbara Lazarotto represented the Hub, presenting their paper-in-progress titled “Fragmented Grounds, Shared Infrastructures: Reconciling Data Controllership in Smart City PPPs,” which had as discussant Stephanie Rosello. The work explored the complexities of allocating and reconciling data controllership responsibilities within smart city public–private partnerships, highlighting the challenges of shared infrastructures and overlapping governance models.
Their participation demonstrates the Hub’s ongoing commitment to engaging with leading academic networks and advancing the debate on responsible data governance and regulatory innovation in complex socio-technical systems.
